Player Characters
Each player is only allowed 1 active character on the chat at a time. The character must be approved by a Game Master.
Player Run Scenes
Players can enter into scenes with other player characters. These scenes are not moderated by Game Master's directly, but may be logged by players in order to earn bonus Establishment Points. Characters in player driven scenes can feel free to role-play as they see fit during their journeys in Axis. They may interact with and challenge other characters in various skill tests or simply trade items, etc. Player scenes do not result in the gain of money or equipment unless gained from trade with another player's character.
Player Combat
Challenging a player to Player vs. Player (PvP) combat requires an Opportunity skill check for all parties involved and then Initiative rolls as normal during combat encounter rounds. Ambush (such as with Deception or Stealth) is only allowed with Game Master arbitration.
The Law of Axis
Attacking another character in a PvP action, will attract the attention of the Guard Union in most instances inside Axis City. There are only a few areas where this is not the case. The following areas are not monitored by the Guard Union.
1. Sewers of Axis (Located in all Districts)
2. The Old City (Underground Tunnels of Old Axis, located primarily in the Arcane District)
3. Coliseum (A Player-vs.-Player arena in the Debtor's District where you can challenge other characters to a fight to injury or death)
4. The Prison (Located in the Debtor's District, the prison is an unregulated pit full of some of the most dangerous men in Axis)
5. Beggar's Lane (Located in the Religious District, this area is one of the poorest sections of the city and the Guard Union do not go here)
6. The Outskirts (On the outer rim of Axis City, the law does not often patrol here and shady deals often go here)
If you are attacked by a character outside of these zones, you may want to pause the scene and wait for a Game Master to arbitrate with the fast-responding Guard Union. A character who commits a nonviolent crime against another player character, such as theft of goods, robbery, or violating a contract - may gain a bounty by the Guard Union (though this often doesn't require a scene pause). If a character is wounded or killed by another character inside one of these unregulated zones, then that character stays wounded or dead. Log any scenes in which player death occurs to be reviewed by a Game Master should any questions arise. If a scene arises where rules were not being used correctly, the scene will either require a agreed upon resolution between players or Game Masters may require the scene to be done again with arbitration by a Game Master.

You may establish an in-character Will, typically established through Merchant Lords and enforced by the Guard Union at the cost of 2 Wheel (Gold Coins) and 1/1oth of the character's total money after they die. This Will dictates that should the character die by any means, the Guard Union will dictate which player characters or NPCs will receive their wealth and equipment upon their demise. Stolen property will be the task of the Guard Union to retrieve and the thieves will often be placed with a bounty. Characters who owe any outstanding debts inside Axis City, cannot have a will, as their funds and gear will instead go to pay their debts upon their death.
